«The Decree of the President testifies once again that solving of the demographic problems of the country is one of the state priorities. Necessity of development of the program of assistance to resettlement was repeatedly sounded by the president, and now such program became reality», - the speaker of the lower chamber of the Russian parliament said.
He noted that the resolution of the demographic problems and solving of problems of the regional development are closely coordinated for the first time - as the program includes the regional component.
"Certainly, efficiency of the program’s implementation will depend in many respects on quality of the work of the Federal migratory service that will be the coordinator of the program; but formation of the interdepartmental commission emphasizes importance of coordination of activities of the authorities of various levels, including the legislature. From their part, deputies of the State Duma recognize that all the actions of the program - equally as the initiatives of the president on support of motherhood and childhood - should receive necessary budgetary financing", - Gryzlov stated.
In his opinion, "for many people Russia is an attractive country for living and working, but this factor had been underestimated for a long time: some spontaneous migration with which in any country significant risks are connected had prevailed”. "I consider that the purposeful policy of assistance to resettlement can be successfully opposed to the spontaneous migratory streams", - the speaker of the State Duma declared.
